According to the first item in Laine Welch's "Fish Factor" (via Ketchikan's SitNews), the State of Alaska knows a whole lot about commercial fishing deckhands now. It knows the average age, residence patterns, and all kinds of other useful things. For instance, it knows that from 2000 to 2008, Alaska's harvesting jobs decreased by 16.7 percent, and that 74 percent of seafood processing workers resided out of state in 2008. Read more from Fish Factor here, and read the Alaska Dept. of Labor's full report here (.pdf).
