House Bill 261 aims to increase the amount of Alaska fisheries permits owned by actual Alaskans. It would modify the Commercial Fishing Loan Act to permit loans at 2 percent below the prime rate. The benefit would only be available to Alaska residents who do not qualify for assistance from commercial banks. It also seeks to better reflect market permit prices of late, by increasing the maximum loan amount from $100,000 to $200,000. The majority of the House Fisheries Committee gave their recommendations to approve the bill last Thursday. Next it will pass through the House Finance Committee. Of course to make commercial fishing permits truly accessible to all Alaskans all that is really needed is to make them transferable but not salable. If the only value they ever had was the ability to fish we might see a lot more young Alaskans entering the fisheries in this state. The way things are now, permits are treated as a commodity and are often bought and sold strictly for profit derived from the change in the price of the permit with the owner never having fished the permit and never having intended to.

Like the current illegal S.E. Alaska Purse Seine Buyback Program, with no Optimum Number Study as required in that Limited Entry Statute Book? "I swear, under penalty of perjury, that the information provided by me on both sides of this form and in all supporting documents is true and completely describes the terms and conditions of this transfer; that this transfer is not requested as part of, nor in anticipation of, any retained right of repossession or foreclosure, lease, pledge, mortgage, agreement requiring a subsequent transfer, or other encumbrance involving this permit, except as part of a transfer financed in accordance with current law; that I am not prohibited by law or court order from being a party to this transfer. I understand that making a false claim on this form or submitting false documentation in support of this transfer request is a crime under AS 11.56.210 which is punishable by up to one year in prison and/or $5,000 fine, and may subject me to administrative fines, suspension of fishing privileges and revocation of any entry permits I may hold." Was it a problem for the Limited Entry Commission, to actually read their own statutes, case law, and regulations as related to the required study removing these same permits using a very questionable system, from the same old corrupt Petersburg Team, shown best today, in that United States District Court, with the UFA's Fisherman of the Year, on his way to Federal Prison. It's a bit difficult to control the Criminal Fisheries Entry Commission isn't it, or was it the NMFS, and their General Accounting Office report on the exact same issue? Truly accessable, now theres the biggest fiction of all, from the United Fisherman of Alaska, and the S.E. Seine group out of Petersburg. You now the group Old Haines, Ben Stevens Favorites, with quite a few under federal investigation today... Ever read an intent to transfer form OldHaines, "Under Penality of Perjury..." A commodity it's not, but of course when one reviews the Criminal Fisheries Entry Commission, most recent actions, in violation of both Federal and State Criminal Statutes, the missing 40 S.E. Salmon Purse Seine Permits, are one great subject matter, for a State of Confusion. Vote Bruce Edgmon, he couldent figure it out if his life depended on it,Just like the rest of the group in Juneau, right down the street from the Criminal Fisheries Entry Commission.

What is is about Mr. Edgmon's, the Alaska Legislature, Attorney General, the Governor, and the United States Attorney Office, the EEOC, and the Alaska Human Right's Commssion, that permits the illegal, and discrimatory practices by the Alaska Department of Fish a Game, as related to 5 AAC 06.333, and that illegal allocation, and equal protection violation from the 14th Amendment shown best in Mr. Edgmon's district? Can Mr. Edgmon, also up the educational loan program mechanism to 200,000.00, with Mr. Edgmon assistance with the State, obviously unaware of 18 USC 241, and 242, a Sponser of state criminal Action, for years. Mr. Edgmon, need's to find another school bus in Dillingham, Brown explained it best (1954). "Today, education is perhaps the most important function of state and local governments. Compulsory school attendance laws and the great expenditures for education both demonstrate our recognition of the importance of education to our democratic society. It is required in the performance of our most basic public responsibilities, even service in the armed forces. It is the very foundation of good citizenship. Today it is a principal instrument in awakening the child to cultural values, in preparing him for later professional training, and in helping him to adjust normally to his environment. In these days, it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education. Such an opportunity, where the state has undertaken to provide it, is a right which must be made available to all on equal terms."

Take a deep breath. It is clear something is on your mind that you feel needs to be said. Write it down using word or some other program and review it for errors and READABILITY then cut and paste it. Well Oldhaines, Is Ft. William H. Seward as confusing in new Haines, as Old Haines, and as related to his signature on the 14th Amendment "equal protection clause" from the United States Bill of Right's of 1868? Take a deep breath? So, now with over 6 years of state sponsored discrimination in Bristol Bay, one needs more deep breath's? "The Alaska Department of Fish and Game administers all programs and activities free from discrimination (unless of course it Palins set net program) based on race, color national origin, age sex, religion, marital status, pregnancy, parenthood, or disability. The department administers all programs and activities in compliance with Title VI of the Civil Rights Act of 1964..." Just another mindless rant, like Brown v Board of Education, and the new and improved loan funding, so we can sell out another 500 Limited Entry Permits, just like the last three decades and we can't figure out why no-one can afford another run to the liquor store either. Mindless Rant, meet Sara Palin and the Governors Discrimination Team but of course it's just in the same little mindless book 5 AAC 06.333. Its a great idea Bruce, just like Barney Frank, where we can raise the loan value, to a number that' s not sustainable in any form of economic theory, raise the payment too and then of course after the last 20 years f the lowest prices paid across the state in all salmon species for 125 years when adjusted for inflation, lets raise the loan value? Can someone on the planet please define Mindless, according to loan to value ratio? |
